(e) "Board" means the Board of Regents of the University [ of Maryland] System
OF MARYLAND, the Board of Regents of Morgan State University, the Board of Trustees
of St. Mary's College of Maryland, or the Board of Trustees of Baltimore City Community
College.

(k) "Resolution" means a resolution adopted by a majority of the members of the
Board of Regents of the University [of Maryland] System OF MARYLAND, the Board of
Regents of Morgan State University, the Board of Trustees of St. Mary's College of
Maryland, or the Board of Trustees of Baltimore City Community College.

(m) "System" means the University [of Maryland] System OF MARYLAND,
Morgan State University, St. Mary's College of Maryland, or Baltimore City Community
College.

(c) (1) Except as provided in paragraph (3) of this subsection, the aggregate
principal amount of bonds outstanding and the present value of capital lease payments,
less the amount of any reserve fund or sinking fund requirement established for the bonds
or capital leases, may not exceed, as of the date of issue of the bonds, the following:

(i) $647,304,260 for the University [of Maryland] System OF

MARYLAND;

(b) The Board of Regents of the University [of Maryland] System OF
MARYLAND has established at Bowie State University a State Center for Alternative
Dispute Resolution and Violence Prevention. The Maryland General Assembly hereby
recognizes that Center.
