investment to the extent possible; and
(2)—The budget committees have reviewed
and commented upon the plan or 45 days
have elapsed from the date the plan is
received by the committees.
Provided that the Maryland Department of
Transportation (MDOT) and the Department
of General Services (DGS) shall jointly
examine the feasibility of relocating one or
more State agencies from leased space to the
Baltimore Life Building. If, during the fiscal
year, one or more State agencies arc identified
which would be proposed to be relocated to
the Baltimore Life Building, then the MDOT
and DGS shall submit a report to the budget
committee for review and comment or the
passage of 45 days from the date of receipt of a
report.
The State may not demolish, lease, move,
donate, sell, or in any way transfer
ownership or control of the properly known
collectively as the "Baltimore Life Building"
until
(1) The Departments of Budget and
Management, General Services, and
Transportation have jointly submitted a
written plan by January 15, 1998, for use or
disposition of the building, which:
(a) examines the feasibility of relocating
one or more State agencies from leased
space to the Baltimore Life Building, and
(b) examines how the State may maximize
the recovery of its investment; and
(2) The budget committees review and
comment upon the plan or 45 days have
elapsed from the date the plan is received by
the committees.
Provided that funding for the programs listed
below may only be used to fund
improvements which have a direct
transportation purpose. Funds may not be
