Schedule A for which JKCI or JKCS has
construction management responsibility, the
JKCI or JKCS is authorized to transfer
funds from one project to another.

(E) It is the intent of the General Assembly
that any moneys spent by MDOT for the
infrastructure construction occurring as a
result of the construction of the Redskins
Stadium must be transportation-related as
specified in this budget bill language, or the
language contained in the $22.5 million
appropriation in Supplemental Budget No.
1 of Chapter 13 of the Acts of 1996 (Budget
Bill).

(F) Notwithstanding provisions "(A)"
through "(E)" as enumerated above, this
language shall only take effect upon the
submission of a signed memorandum of
understanding (MOU) by all parties.
including the State of Maryland, JKCI or
JKCS, Prince George's County, and the
Maryland-National Capital Park and
Planning Commission, to the budget
committees.
