DEBT SERVICE REQUIREMENTS

JA04.01 Debt Service Requirements

Special Fund Appropriation.............................

(A) Without regard to which fiscal year in
which the expenditures occur, no more than
$70.5 million in funds from the
Transportation Trust Fund or any other
State source, may be expended for the
construction of State or County roadways or
grants pertaining to the infrastructure
required as a result of the proposed
Redskins Stadium on the Wilson Farm
Property in Prince George's County. The
$70.5 million may be directly expended or
provided by the Secretary as a grant or
grants to (1) Prince George's County or (2)
Jack Kent Cooke, Inc. (JKCI), JKC
Stadium. Inc. (JKCS), or (3) JKCI's or
JKCS's contractors or subcontractors as
approved by the Maryland Department of
Transportation (MDOT). MDOT shall
ensure that all design standards, safety
standards, operational standards, and
quality assurance standards are maintained
to its satisfaction. With respect to the
projects identified on Schedule A the
MDOT is authorized to transfer projected
individual project costs, subject to
paragraph (B), from one project to another;
provided, however, that the State's total
commitment to the infrastructure
