the proposed Fiscal Year 1998 budget as
contained within the final 1997
Consolidated Transportation Program
(CTP). The reduction of $18,162,254
consists of $862,254 made by the General
Assembly during the 1997 session and an
additional $17,300,000 in project cash flow
deferrals which will be identified by the
MDOT. Provided, however, that this ceiling
may be increased only under the following
conditions:
(1)—Due to shifts in project cash flow from
Fiscal Year 1997; or
(2)—Due to unforeseen circumstances, such
as market opportunities, which require
immediate action by the State; and
(3)—The budget committees arc notified of
the proposed increase in special fund
expenditures for capital purposes, and are
provided 30 days to review and comment
upon the proposed increase.
A report identifying the projects included in
the $17.3 million capital reduction and the
level of turnover expectancy reductions in
each modal administration should be
submitted to the budget committees by
August 1, 1997.
SECRETARY'S OFFICE
It is the intent of the General Assembly that
the Maryland Department of
Transportation (MDOT) be responsible for
sponsoring a telecommuting conference for
its managers. The purpose of the
conference will be to educate MDOT
managers about the benefits of
telecommuting and make them aware of
telecommuting as an opportunity to:
(1) reduce vehicle emissions and improve air
quality;
(2) decrease traffic congestion;
