39.01.01.03 Capital Appropriation

In addition to the appropriation shown on
page 117 of the printed bill (first reading
file bill), to provide funds for grants for
projects to remove nutrients at publicly
owned sewage treatment works.

Object .14 Land and Structures

Special Fund Appropriation, provided that
these funds shall be administered in a
manner consistent with the provisions of
Sections 9-345 through 9-351 of the
Environment Article, further provided that
this appropriation is contingent upon the
enactment of legislation authorizing the use
of funds in the State Used Tire Cleanup and
Recycling Fund for this purpose.

Further provided that the Secretary of the
Department of the Environment, in
consultation with appropriate State and
local agencies, shall study the feasibility of
utilizing existing programs or establishing a
program for failing water and sewer systems
and report to the General Assembly by
November 1, 1996.
