upon the enactment of legislation
permitting the Governor to transfer up
to $7,000,000 4,000,000 from the State
Used Tire Cleanup and Recycling Fund
created under § 9-273 of the
Environment Article to the State
General Fund.

36.01.01.11 Division of Instruction and Staff
Development
In addition to the appropriation shown on

page 95 of the printed bill (first reading file

bill), to provide funds for administrative

support associated with the State's efforts to

reconstitute schools in Baltimore City and

Anne Arundel and Somerset Counties.

that this appropriation is contingent
upon the enactment of legislation
permitting the Governor to transfer a
total of $13,600,000 from the fiscal year
1996 appropriation to the Dedicated
Purpose Account of the State Reserve
Fund to the State General Fund;
provided, however, that the amount of
$13,600,000 will be repaid to the
Dedicated Purpose Account during
