Amendment No. 8:

On page 106, in the unnumbered line following line 23, add the words "The
President of Morgan State University shall not create any permanent position within
Morgan State University so that the total number of positions exceeds 802."

Amendment No. 9:

On page 159, beginning in line 3 and ending in line 9, strike the words "SECTION"
through "Article." in its entirety.
