General Fund Appropriation, provided that funds may
not be expended for the Southern Maryland Higher Education
Center until the Maryland Higher Education Commission
approves a strategic action plan which specifically addresses
issues of planning, management, oversight, and coordination
with other Maryland institutions of higher education.

36.09.00.05 Aid to Community Colleges - Formula             

In addition to the appropriation shown on                     

page 104 of the printed bill (first reading
file bill), to provide funds for the
Community College Aid Formula.                                           

Object .12 Grants, Subsidies and
Contributions                                                                1,024,958

General Fund Appropriation, provided that at least
$654,000 of this appropriation shall be used to fully fund the
Garrett/West Virginia reciprocity agreement and statewide
programs. It is the intent of the General Assembly that remaining
funds shall be distributed through the community college funding
formula.

36.09.00.16 Reimbursement of Firemen and Rescue
Squadmen for Tuition Costs
To become available immediately upon

passage of this budget to supplement the

appropriation for fiscal year 1996 to provide

funds to fully fund the mandated program
