It is the intent of the General Assembly that
the Client Information System Task Force
continue to monitor implementation of the
system and advise the General Assembly of
any significant implementation problems

Federal Fund Appropriation............................
33.07.00.01 Foster Care Maintenance Payments
General Fund Appropriation, provided that
funds appropriated herein may be used to
develop a broad range of services to assist in
returning children with special needs from
out-of-state placements, to prevent
unnecessary residential or institutional
placements within Maryland and to work
with local jurisdictions in these regards.
Policy decisions regarding the expenditures
of such funds shall be made jointly by the
Special Secretary for Children, Youth and
Families, the Secretaries of Health and
Mental Hygiene, Human Resources,
Juvenile Justice, Budget and Fiscal Planning
and the State Superintendent of Education.
Further provided that funds may be
transferred to the Subcabinet Fund for the
purpose of assisting Local Management
Boards in providing continuing services to
children returned from out-of-state in
previous years who were originally placed in
the out-of-state setting by the Department
of Human Resources. Funds transferred to
the Subcabinet Fund should be equivalent
to the number of months of in-state care
provided through the Local Management
Boards during fiscal 1997 to each prior year
returnee multiplied by the average monthly
cost of maintaining the child in the
