General Fund Appropriation, provided that
$250,000 of this appropriation for the Primary
Care Services program may not be expended
until the Department of Health and Mental
Hygiene provides a satisfactory report to the
General Assembly on how adequate outpatient
mental health services are being provided to
clients of the Primary Care for the Medically
Indigent program, and how many clients have
received mental health services since the
program began in March, 1995 and at what
cost to providers.............................................

32.06.02.05 Women, Infants and Children Food
Program
General Fund Appropriation, provided that
$750,000 of this appropriation will be
reduced upon the enactment of legislation
to amend Section 18-108(c) of the Health -
General Article to remove the requirement
that the Governor shall include in the
annual budget State general funds of at
least $1,000,000 to cover the administrative
and food costs of the program; and further
provided that this appropriation may only
be used for administration and food costs
for this program and may not be transferred
by budget amendment or otherwise to any
other subobject or program for any other
