Assembly that the study be based on
scientific analysis of the Deep Trough area.
The study shall be done by an independent
research organization which shall report
regularly to an oversight panel, appointed
by the Governor, consisting of members of
the executive and legislative branches of
government, the shipping industry,
environmental organizations, and the
Maryland Chamber of Commerce. The
oversight panel shall approve the contract
awarded to conduct the study, the research
proposal, and the final report of the
research organization. The report is due to
the Governor and the General Assembly by
January 1, 1997.
Further it is the intent of the General
Assembly that the undertaking of the
feasibility study not be construed as altering
in any way the prohibition contained in §
5-1102 of the Environment Article against
dumping dredged or excavated material into
the Deep Trough.
Special Fund Appropriation, provided that no
funds may be expended for the purpose of
constructing a warehouse facility at the Port
of Baltimore until the budget committees
have received a report from the Maryland
Department of Transportation:
1. identifying confirmed clients through
written agreements to utilize that have
expressed interest in utilizing the facility;
2. includes the warehouse facility as part of a
strategic business plan and facilities master
plan for the Port of Baltimore; and potential
clients likely to utilize the facility, including
those who have signed written agreements
or have stated interest;

3. justifying construction of the facility based
on pertinent market and industry
