proposed bypasses to maintain the viability
of these detours while concomitantly
constraining development which potentially
detracts from main street business areas.
The progress made in complying with this
policy should be included in the 1997 CTP.
29.02.01.01 State System Construction and
Equipment
Special Fund Appropriation, provided that no
funds may be expended to design or
construct a proposed visitor center at the
Cambridge Sailwinds Park until:
(1) The Department of Transportation has
submitted plans and cost estimates for the
proposed visitor center based on a structure
of 6,000 square feet, with funding from the
Transportation Trust Fund which shall not
exceed $2,800.000, and
(2) The budget committees have an
opportunity to review and comment on the
proposed design and cost estimate or 45
days have elapsed from the receipt of the
required design and cost estimate.
Further provided that this language does not
prohibit the use of local or private funds to
construct additional square footage,
provided, however that State funds for the
maintenance and operation of the facility
shall only be used to support the 6,000
square foot portion of the project which was
funded with State dollars-
Further provided that the department is
precluded from spending money on
right-of-way acquisition for the Intercounty
Connector until a final alignment is selected
with the exception of funds required for
protective buying or hardship acquisitions.
Provided however, that the Department of
Transportation shall, to the extent feasible,
make every effort to secure purchase options
in lieu of the outright purchase of properties
for protective or hardship acquisition.
