Funds may be appropriated in various State
agency budgets to pay for services provided
by this program. Authorization is hereby
granted to use these receipts as special
funds for operating expenses in this
program.

Further provided that $2,000,000 of the
appropriation for a budget preparation
system within the Financial Management
Information System (FMIS) may not be
expended until the Department of Budget
and Fiscal Planning has provided the budget
committees with a detailed explanation of
the proposed expenditures and the budget
committees have had 30 days to review and
comment on the proposed expenditure.
