Special Fund Appropriation.............................

Funds are appropriated in the Office of
Planning and Department of Transportation
budgets to pay for services provided by this
program. Authorization is hereby granted to
use these receipts as special funds for
operating expenses in this program,
provided that:

(1) funds to support specific projects at

Canal Place are expressly provided in the

budget as approved by the General
Assembly;

(2) no funds may be expended for a project
that does not have an approved program
plan; and

(3) no funds may be expended until the
budget committees have reviewed and
commented on the program plans or 45 days
have elapsed from the date the plans were
received by the committees. Further
provided that no capital funds may be used
for operating expenses.

Federal Fund Appropriation............................

It is the intent of the General Assembly that
this program shall be operated through the
Department of Agriculture. Authorization
is hereby granted to transfer federal funds
and positions from this program to the
Department of Agriculture.
