standards for neonatal land and air
transfer protocols, including staffing,
clinical implications, and equipment
necessary, by December 1, 1996 and report
these standards to the General Assembly.
MIEMSS and DHMH should also report
the capability in the private sector to
provide neonatal transfer services.
It is the intent of the General Assembly that
the Maryland Institute of Emergency
Medical Services Systems (MIEMSS) in
coordination with Department of Health
and Mental Hygiene (DHMH) and a
representative of the private sector develop
standards for neonatal land and air transfer
protocols, including staffing, clinical
implications, and equipment necessary, by
December 1, 1996 and report these
standards to the General Assembly.
MIEMSS and DHMH should also report
the capability in the private sector to
provide neonatal land and air transport
services. It is also the intent of the General
Assembly that SYSCOM continue to
coordinate neonatal transport
communications. Until DHMH establishes a
system of regionalized perinatal care,
anticipated by June 1997, existing carriers
and protocols should continue.

It is the intent of the General Assembly that
the Canal Place Preservation and
Development Authority reduce its reliance
on the general fund and raise additional
revalues, where feasible, through its
activities to support the operating expenses
of the Authority.
