General Fund Appropriation, provided that
$610,000 shall be expended by the Chief Judge
of the Court of Appeals in consultation with
the County and Circuit Administrative Judges
in Baltimore, Prince George's, Montgomery,
and Anne Arundel counties to create
appropriate resources for providing special
handling of family law related cases. Such
resources may include case mediation,
investigation, psychological and follow-up
services, parenting seminars, case monitors,
and other appropriate resources to coordinate
family issues to insure prompt, thorough and
complete services to families.
Further provided that $140,000 of this
appropriation shall be used to establish a pilot
program for a Family Division in the Circuit
Court for Baltimore City in accordance with
Chapter 198 of the Acts of 1993....................
It is the intent of the General Assembly that
$400,000 of this appropriation, made for the
purpose of funding judicial masters in the
circuit court, may not be expended until:
1. the budget committees have received a
report from the Administrative Office of the
Courts before May 15, 1996, establishing a
certification of needs for masters; and
2. the budget committees have reviewed and
commented upon the report or 45 days have
elapsed from the date the report is received
by the committees.
