AN EMERGENCY ACT to:

(1) amend County law regarding certain positions in the Executive Branch
designated by law as non-merit positions;

[[(1)]] (2) create a Department of Health and Human Services and provide for its
functions;

[[(2)]] (3) abolish the Department of Addiction, Victim, and Mental Health
Services and the Department of Family Resources;

[[(3)]] (4) provide for the selection of the County health officer and the mental
health officer;

[[(4)]] (5) designate additional positions as non-merit positions within the
Department of Health and Human Services;

[[(5)]] (6) reassign certain functions to the Department of Environmental
Protection and to the Department of Health and Human Services;

(7)     change the frequency of inspection of junkyards;

(8)     repeal the law regarding transportation of alcoholic patients to detoxification
by special deputy sheriffs;
