AN ACT pursuant to Title 10, Subtitle 12 of the Health - General Article of the
Annotated Code of Maryland, establishing the Howard County Mental Health Authority
to serve as the core service agency responsible for planning, managing, and monitoring
publicly funded mental health services in Howard County; providing for the appointment,
removal, and composition of a board of directors for the Authority; providing for the
appointment, removal and powers of the Executive Director of the Authority; setting
forth the powers and duties of the Authority; providing for funding of the Authority;
authorizing the County to enter into agreements with the Authority to provide
comprehensive risk management; and requiring the board of directors of the Authority to
file financial disclosure information with the Howard County Ethics Commission.

the Howard County Code.
