AN ACT to add new Subsection J to Section 123-42, Business Tax Credits, of Article II,
Real Property Tax Credits, of Chapter 123, Finance and Taxation, of the Harford
County Code, as amended; to provide for a credit of the County property taxes for
land and improvements utilized by Saks and Company, D.B.A. Saks Fifth Avenue,
located in the SECOND Election District of Harford County, as shown on the plat
for Lot One, Hickory Ridge Industrial Park dated July 17, 1995, prepared by
Frederick Ward Associates, Inc., a copy of which is attached hereto as Exhibit A;
and to further provide for certain conditions relating to the tax credit.

AN ACT to add new Article XIVB, Commission on Disabilities, to Part 2, Nonbinding
Advisory Boards, of Chapter 9, Boards, Commissions, Councils and Agencies, of the
Harford County Code, as amended, to establish a Commission on Disabilities, to
establish the membership of the Commission, to establish the duties of the
Commission, to impose certain requirements on the Commission, and generally
relating to the powers and duties of the Commission.

AN ACT to repeal and reenact with amendments Subsection J of Section 256-13, Water
and Sewer Plan, of Article I, General Provisions, of Chapter 256, Water and Sewers,
of the Harford County Code, as amended, to provide for the adoption of the Fall,
1995 Master Water and Sewer Plan and to submit said Plan to the Maryland
Department of the Environment for its approval and implementation pursuant to
Title 9 of the Environment Article of the Maryland Annotated Code.

Part 2, Nonbinding Advisory Boards, of Chapter 9, Boards, Commissions, Councils
and Agencies, of the Harford County Code, as amended, to establish a Harford
County Community Mediation Commission, to establish the membership of the
Commission, to establish the duties of the Commission, to impose certain
requirements on the Commission, to provide for a Mediation Coordinator, and
generally relating to the powers and duties of the Commission.
