allocation of cost of certain alley improvements, repairs and reconstructions;
making certain stylistic changes; authorizing the director of public works to procure
certain services; establishing certain assessments; authorizing certain assessments
against certain property owners; deferring assessments for certain property owners;
providing for certain notice and hearing procedures and requirements; changing
certain alley petition procedures; authorizing the Director of Public Works to adopt
certain regulations; and generally relating to the repair and reconstruction of alleys.
