MUNICIPAL CHARTERS

CHARTER AMENDMENT NUMBER: C95-2

RESOLUTION to the COMMISSIONERS OF THURMONT, Maryland, adopted
pursuant to the authority of Article 11-E of the Constitution of the State of Maryland,
Section 13 of Article 23A of the Annotated Code of Maryland, 1957 edition as amended,
entitled "Municipal Corporation", to amend the Charter of Thurmont effecting the
approved revision of the corporate bounds.

Section 1. BE IT RESOLVED BY THE COMMISSIONERS OF THURMONT that the
northern corporate boundary be revised to reflect the addition of + /- 4.960 acres of the
land of Gateway Enterprises, Inc. to be incorporated with the zoning of R-5, High
Density Residential as described herein. The property is currently zoned as Agriculture in
the County.

[Pursuant to Section C-1 of the Charter of the Town of Thurmont, Frederick
County, as found in the Public Local Laws of Maryland - Compilation of Municipal
Charters (1990 Replacement Edition and 1995 Supplement).

REENACTING, WITH AMENDMENTS, SECTION 204 OF THE TRAPPE TOWN

CHARTER TO PROVIDE THAT THE SALARY SPECIFIED AT THE TIME ANY

COUNCIL MEMBER (RATHER THAN THE ENTIRE COUNCIL), TAKES

OFFICE SHALL NOT BE CHANGED DURING THE PERIOD FOR WHICH

THAT COUNCIL MEMBER. (RATHER THAN ENTIRE COUNCIL), WAS

ELECTED
