CHARTER RESOLUTION NO. 96-3

RESOLUTION of the Mayor and Council of the City of Taneytown adopted
pursuant to the authority of Section 3 ("Home Rule)) of Article XI-E ("Municipal
Corporations") of the Constitution of Maryland and of Section 13 (under subtitle "Home
Rule") of Article 23A ("Corporations-Municipal") of the Annotated Code of Maryland
to amend the Charter of the City of Taneytown (1978) Edition) by amending Section 606
entitled "Clerk to Council" to provide for the Clerk to serve as the official custodian of all
City records.

[Section 606 of the Charter of the City of Taneytown, Carroll County, as found in
the Public Local Laws of Maryland - Compilation of Municipal Charters (1990
Replacement Edition and 1995 Supplement), repealed and reenacted, with amendments.

Effective Date April 2, 1996]

RESOLUTION NO. 86-3 TO ADOPT NEW CHARTER AND CODE OF THE TOWN OF

THURMONT

Be it resolved by the Commissioners of Thurmont, Maryland that the existing
Charter of the Town of Thurmont is hereby repealed, and a new Charter is hereby
enacted, which consists of the section of the attached Code of the Town of Thurmont
entitled the "Charter".

Frederick County, as found in the Public Local Laws of Maryland - Compilation of
Municipal Charters (1990 Replacement Edition and 1995 Supplement), repealed.

RESOLUTION to the COMMISSIONERS OF THURMONT, Maryland, adopted
pursuant to the authority of Article 11-E of the Constitution of the State of Maryland,
Section 13 of Article 23A of the Annotated Code of Maryland, (1990 Replacement
Volume), entitled "Municipal Corporation", to amend the Charter of Thurmont effecting
the approved revision of the corporate bounds.
