SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article — Health Occupations

17-103.

This title does not[:

(1)     Limit] LIMIT the right of an individual to practice a health occupation
that the individual is authorized to practice under this article[; or

(2)     Prohibit or authorize the practice of professional counseling].
17-104.

(A)    A CERTIFICATE TO PRACTICE PROFESSIONAL COUNSELING AUTHORIZES
THE CERTIFICATE HOLDER TO PRACTICE PROFESSIONAL COUNSELING WHILE THE
CERTIFICATE IS EFFECTIVE.

(B)     A CERTIFICATE TO PRACTICE MARRIAGE AND FAMILY THERAPY
AUTHORIZES THE CERTIFICATE HOLDER TO PRACTICE MARRIAGE AND FAMILY
THERAPY WHILE THE CERTIFICATE IS EFFECTIVE

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1208.

This bill permits required first notices pertaining to estates of decedents to be deposited
as first class mail rather than restricted mail. This bill also, authorizes the orphans' courts
or a personal representative to elect to have the first notice given by restricted delivery
mail at the expense of the estate.

Senate Bill 724, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1208.
