(35) MAXES A FALSE REPRESENTATION WHEN SEEKING OR MAKING
APPLICATION FOR LICENSURE OR MAKING ANY OTHER APPLICATION RELATING TO THE
PRACTICE OF MEDICINE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1196.

This bill clarifies current law that certified professional counselors and certified marriage
and family therapists are authorized to practice while the certificate is effective.

Senate Bill 767, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1196.

AN ACT concerning

Health Occupations - Certified Professional Counselors and Marriage and Family

Therapists - Authorized to Practice

FOR the purpose of clarifying that a certified professional counselor is authorized to
practice professional counseling while the certificate is in effect; clarifying that a
certified marriage and family therapist is authorized to practice marriage and family
therapy while the certificate is in effect; and generally relating to professional
counselors and marriage and family therapists.
