Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 487.

This bill prohibits individuals under the age of 21 from possessing any document that
falsely identifies their age under circumstances that would reasonably indicate an
intention to possess alcoholic beverages.

Senate Bill 150, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 487.

AN ACT concerning

False Age Identification Cards - Possession - Prohibited

FOR the purpose of prohibiting an individual under a certain age from possessing a card
or document that falsely identifies the age of the individual under certain
circumstances; providing certain penalties and procedures; providing for the
issuance of civil citations, under certain circumstances, by certain police officers,
forest and park wardens, and in Anne Arundel, Montgomery, and Prince George's
Counties, alcoholic beverages inspectors; making conforming changes; and generally
relating to the possession of false age identification cards and documents under
certain circumstances.

BY adding to

Article 27 - Crimes and Punishments

Section 400B to be under the amended subheading "Alcoholic Beverages Offenses
and Misrepresentation of Age"
