SECTION 2. AND BE IT FURTHER ENACTED, That the Governor shall include
$100,000 in start-up funds in the Fiscal Year 1998 budget for the operations of the Center
for Alternative Dispute Resolution and Violence at Bowie State University.

SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 465.

This bill extends the State Board of Cosmetologists by changing the sunset date from July
1, 1996 to July 1, 1998.

Senate Bill 350, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 465.

AN ACT concerning

State Board of Cosmetologists - Continuation

FOR the purpose of continuing the State Board of Cosmetologists in accordance with the
Maryland Program Evaluation Act by extending to a certain date the termination
provision relating to the statutory and regulatory authority of the Board and the
regulation of cosmetologists; requiring an evaluation to be made of the Board and
the statutes and regulations that relate to the Board on or before a certain date; and
generally relating to the continuation of the State Board of Cosmetologists.
