Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 460.
This bill expands the Department of Business and Economic Development's annual
reporting requirements to the Governor and the General Assembly to include certain
information about approved Fund projects and provides that the Economic Development
Opportunities Program Fund may be used only when performance requirements are
negotiated with and agreed to by Fund recipients.
House Bill 795, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 460.

AN ACT concerning
Economic Development Opportunities Program Fund
FOR the purpose of expanding the Department of Business and Economic
Development's annual report to the Governor and the General Assembly
concerning the Economic Development Opportunities Program Fund to include
certain information about approved Fund projects; allowing the Legislative Policy
Committee to review and comment on the annual report and to request certain
information; providing that the Economic Development Opportunities Program
Fund may be used only when certain performance requirements are negotiated with
and agreed to by a Fund recipient and when an Economic Development
Opportunities Program Fund project meets the definition of "extraordinary impact"
as adopted by the Legislative Policy Committee; requiring the Department of
Business and Economic Development to establish a list of performance
requirements subject to the review and approval of the Legislative Policy
Committee ; authorizing the Legislative Policy Committee to approve an economic
development opportunity that is not an extraordinary economic development opportunity
under certain circumstances; requiring the Department of Business and Economic
Development to submit to the Legislative Policy Committee at a certain time certain
