purchase price of the supplies and equipment does not exceed $12,000.00. When the cost
of any project for public work or improvement, or the purchase price of any supplies and
equipment exceeds $12,000.00, except in emergencies or when there is a sole source of
supply, the Clerk to the County Commissioners shall advertise for one week in not less
than two newspapers published in Carroll County for bids to perform the public work or
improvement or to furnish the supplies and equipment, which advertisement shall state
the date, time and place of opening of the bids; and the bids shall be opened in the
presence of the Clerk to the County Commissioners, and the County Commissioners of
Carroll County shall award the contract to the lowest responsible bidder whose bid is
considered reasonable, or in its discretion, may reject any or all bids. THE COUNTY
COMMISSIONERS MAY AUTHORIZE NONPROFIT ENTITIES THAT ARE FUNDED BY
THE COUNTY OR ELIGIBLE TO RECEIVE COUNTY FUNDS, TO PARTICIPATE IN
COUNTY PROCUREMENT CONTRACTS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

AN ACT concerning
Montgomery County - Adventist Health Care Mid-Atlantic Loan of 1995
FOR the purpose of amending Chapter 170 of the Acts of the General Assembly of 1995,
the Montgomery County - Adventist Health Care Mid-Atlantic Loan of 1995, to
alter the location of a facility for child abuse intake services.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Montgomery
County - Adventist Health Care Mid-Atlantic Loan of 1995 in a total principal amount
equal to the lesser of (i) $600,000 or (ii) the amount of the matching fund provided in
accordance with Section 1(5) below. This loan shall be evidenced by the issuance, sale,
and delivery of State general obligation bonds authorized by a resolution of the Board of
