QUALITY IMPACTS FROM THE NEW IMPERVIOUS SURFACES, OR THE PROPERTY
OWNER PAYS A FEE TO THE LOCAL JURISDICTION IN LIEU OF PERFORMING THE
ONSITE MITIGATION.

(G) ALL FEES IN LIEU COLLECTED BY A LOCAL JURISDICTION UNDER
SUBSECTION (F)(3) OF THIS SECTION MUST BE USED TO FUND PROJECTS THAT
IMPROVE WATER QUALITY WITHIN THE CRITICAL AREA CONSISTENT WITH THE
JURISDICTION'S LOCAL CRITICAL AREA PROTECTION PROGRAM

[(f)](H) A local jurisdiction may grant a variance from the provisions of this
section in accordance with regulations adopted by the Commission concerning variances
as part of local program development set forth in COMAR 27.01.11 and notification of
project applications set forth in COMAR 27.03.01.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

AN ACT concerning

Carroll County - Nonprofit Entities - Procurement Contracts

FOR the purpose of authorizing the County Commissioners of Carroll County to
authorize nonprofit entities that are funded by the County or are eligible to receive
County funds, to participate in County procurement contracts; and generally
relating to procurement contracts in Carroll County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

In contracting for any necessary public work or improvement or for the purchase of
supplies and equipment needed at any time by the several departments of the County, the
County Commissioners of Carroll County may enter into contracts for said public work or
improvement and may purchase said supplies and equipment on an order passed by the
