(8)     parking facilities;

(9)     space for public buildings;

(10)   traffic control;

(11)   urban renewal; and

(12)   any other community need or project that the Commission believes may

(i) the facilities and development of Annapolis and adjacent areas;

(ii) the facilities and development of any unit of the State government.

(d) (1) A study or recommendation of the Commission is advisory only.

(2) The Commission may not require or compel the adoption or
implementation of any recommendation.]

In addition to any powers set forth elsewhere, the Commission:

(1)     may accept money from a private or public agency for use in carrying out
the powers and duties of the Commission; and

(2)     for that purpose, may give the money to a private or public agency or
otherwise spend the money.]

[9-408.

On or before July 1 of each year, the Commission shall submit an annual report to:

(1)     the Governor;

(2)     the County Executive of Anne Arundel County; and

(3)     the Mayor of Annapolis.]

There is a Governor's Volunteer Council.]
[9-1308.

(a)     The Council consists of 27 members appointed by the Governor.

(b)     Of the 27 Council members:

(1)     1 shall be a member of the State Senate;

(2)     1 shall be a member of the House of Delegates;

(3)     3 shall represent the business community;

(4)     1 shall represent organized labor;
