WHEREAS, The Water Resources Advisory Commission has not met in seven
years and the functions of the Commission have been assumed by the Maryland
Department of the Environment; and
WHEREAS, The Susquehanna River Watershed Advisory Board has not met since
1990, and its work has been assumed by the Department of Natural Resources Tributary
Team; and
WHEREAS, The State Commission on the Capital City has been inactive since the
late 1980s, the Commission's funding was zeroed out in 1992, the Commission is listed as
a defunct agency in the Maryland Manual, and its mission of ensuring opportunities for
consensus and coordination can be made through a less formal process if there is
additional construction in the capital complex; and
WHEREAS, The function of the Governor's Volunteer Council, which consisted of
the promotion of traditional volunteer activities in Maryland, has been assumed by the
Governor's Commission on Service since 1994; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 27A - Public Defender

[(a) In each district, there is hereby created a district advisory board, which shall
be composed of five (5) members, of which three shall constitute a quorum for all
business. One of the members shall be a judge of the circuit court or District Court in the
district, and the other four members shall be active attorneys-at-law, admitted to practice
before the Court of Appeals of Maryland. The members of the board shall be residents of
the district and shall be appointed by the Governor for terms of three years. Any vacancy
occurring on any district advisory board during the term of any member shall be filled by
the Governor for the remainder of the unexpired term. The Governor shall annually
designate a chairman of each district advisory board, who shall preside over and represent
the interests of the board in carrying out the provisions of this article.]
(A) IN THIS SECTION, "BOARD" MEANS THE PUBLIC DEFENDER SYSTEM
ADVISORY BOARD.
(B) (1) THERE IS A PUBLIC DEFENDER SYSTEM ADVISORY BOARD.
(2) THE BOARD SHALL BE COMPOSED OF ONE REPRESENTATIVE FROM
EACH DISTRICT.
(3) EACH MEMBER SHALL BE A JUDGE OF THE CIRCUIT COURT, A
JUDGE OF THE DISTRICT COURT, OR AN ACTIVE ATTORNEY AT LAW, ADMITTED TO
PRACTICE BEFORE THE COURT OF APPEALS OF MARYLAND.
(4) A MEMBER OF THE BOARD SHALL BE A RESIDENT OF THE DISTRICT
REPRESENTED AND SHALL BE APPOINTED BY THE GOVERNOR FOR A TERM OF 3
YEARS.
