Preamble

WHEREAS, The Governor and the General Assembly share concerns about
efficient and effective government; and

WHEREAS, Certain boards and commissions have missions which overlap and
need consolidation, or are accomplished through other existing organizations, or are
nonfunctioning; and

WHEREAS, By elimination and consolidation of certain boards and commissions,
the effectiveness of grant moneys can be maximized, a single point of contact can be
provided and government efficiency can be increased; and

WHEREAS, Twelve separate Public Defender District Advisory Boards can be
combined into one Public Defender System Advisory Board four Public Defender
Regional Advisory Boards due to the improvement of communication and the need for
standardization of decisions concerning fee disputes; and

WHEREAS, The functions of the Department of Human Resources Advisory
Council are being fulfilled through ad hoc committees of appropriate advisors and the
Department of Human Resources Public Information Office; and

WHEREAS, The Advisory Commission on Sports has been inactive for the past
five years, it is listed as a defunct agency in the Maryland Manual, and its functions have
been assumed by the Tourism Board; and

WHEREAS, The work of the Jockey Injury Compensation Board can be assumed
by the Racing Commission without the need for additional resources; and

WHEREAS, The Blue Sky Advisory Committee has been inactive for nine years,
and the Securities Commissioner receives necessary advice regarding the Maryland
Securities Act from other internal and external advisors, including industry and lay
constituents; and

WHEREAS, The Education Coordinating Council for State Hospitals has been
defunct for seven years, and its function has been assumed by the Maryland Department
of Education; and

WHEREAS, The mission of the Commission on State Publications Depository
and Distribution Program was completed with the establishment of the State Publications
Depository and Distribution Program within the State Library Resource Center in 1989,
and the Commission has not met since 1989; and
