(ii) continue negotiations in accordance with the procedures under
this section until it reaches an agreement.                                                     

(d) The Transportation Selection Board may delegate the negotiation process to
the Department of Transportation, but any negotiating team shall include a
representative of the transportation unit requesting the procurement.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

AN ACT concerning

Commissioner of Financial Regulation

FOR the purpose of creating and establishing the office of Commissioner of Financial
Regulation as a unit of the Department of Labor, Licensing and Regulation;
providing for the appointment of the Commissioner of Financial Regulation and
Deputy Commissioner of Financial Regulation; establishing the authority and duties
of the Commissioner of Financial Regulation; abolishing the offices of State Bank
Commissioner and Commissioner of Consumer Credit and transferring the duties,
responsibilities, authority, and functions of these offices to the office of
Commissioner of Financial Regulation; altering the times at which banking
institutions and credit unions are examined; defining a certain term; altering certain
definitions; and generally relating to the office of Commissioner of Financial
Regulation.
