(A)    Plant Sciences Building. Provide the final phase of capital
equipment for .the Plant Sciences Building.......................................

(B)    Steam Plant Improvements. Prepare detailed plans for the
construction of improvements to the Steam Plant...........................

(C)    Maryland Center for the Performing Arts. Provide a portion of the
funds to construct the Maryland Center for the Performing Arts,
provided that $7 million of this appropriation may not be expended
unless matched with $3 million in non-state funds which may not
include in-kind contributions for equipment. Further provided
that no part of Prince George's County's $10 million commitment
to this project may be used as a match for these funds..................

(D)    Research Greenhouse Complex. Provide a portion of the funds to
prepare detailed plans to construct the Research Greenhouse
Complex, provided that funds may not be expended until (1) the
University of Maryland College Park has submitted: an approved
program plan, a revised Department of General Services' cost
estimate based on the approved program, and an estimate of the
annual operating costs for the project; and (2) the budget
committees have reviewed and commented on the program plan
and cost estimate or 45 days have elapsed from the date the
program plan is received by the budget committees.

Further provided that no funds may be expended until the related
federal funds have been obligated by the United States
