(A) New Medium Security Correctional Facility. Provide a portion of
the funds to acquire property, design, construct, and equip a new
medium security correctional facility, provided that $1,000,000 of
this authorization shall be used for design and site work associated
with the construction of the fifth housing unit in the north
compound. Further provided that for the calculation of the
prevailing wage under Title 17 Subtitle 2 of the State Finance and
Procurement Article and notwithstanding the provisions of Section
17-208 of that Article, when calculating the prevailing wage rate
the Commissioner of Labor and Industry shall not consider the
wage rates paid for projects: covered by Title 40 Section 276a of
the United States Code (Davis-Bacon Act); projects in Allegheny,
Armstrong. Beaver, Butler, Greene. Fayette, Indiana, Washington
or Westmoreland counties of the Commonwealth of Pennsylvania;
or the wage rates paid for construction currently completed or
underway at the Western Correctional Institution site...................
