SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 5 — Calvert County
Subtitle 2. [Industrial Park] CALVERT COUNTY ECONOMIC DEVELOPMENT
Authority.
11-201.
(b) "Authority" means the [industrial park authority of Calvert County]
CALVERT COUNTY ECONOMIC DEVELOPMENT AUTHORITY.
11-202.
A need exists for new and expanded enterprise to provide enlarged opportunities
for gainful employment by the people of Calvert County and thus to assure the
preservation and betterment of the economy of Calvert County. Further, it is in the
interest of the public welfare and purpose to promote the operation and diversification of
economic development projects to increase employment, and to provide a larger taxable
base for the economy of Calvert County. Therefore, the [Industrial Park Authority of
Calvert County] CALVERT COUNTY ECONOMIC DEVELOPMENT AUTHORITY is
created for the purpose of acquiring, constructing, developing, improving, operating, and
managing economic properties in the County, including leasing or selling all or part of the
land acquired or to be acquired, and any buildings or appurtenances to be constructed on
the land by the [Authority] AUTHORITY to constitute the industrial park and thus
improve the welfare of the public.
11-203.
The County Commissioners of Calvert County from time to time may appropriate
moneys for the purpose of acquiring, constructing, developing, improving, operating, and
managing economic properties by the [ industrial park] authority. These moneys may be
taken from the general funds of the County, from the proceeds of any issue of bonds
authorized for this purpose, and from any other grants or payments made to the County
or to the [Industrial Park Authority] AUTHORITY for the purposes of this subtitle.
11-204.
(a) The [Authority] AUTHORITY is a body corporate and politic and is
constituted a public instrumentality of the county. The exercise by the authority of the
powers conferred by the provisions of this subtitle shall be deemed to be the performance
of essential governmental functions. The authority consists of 9 members, all of whom
shall be registered voters of Calvert County, appointed for 3 year terms by the county
commissioners, subject to the approval of the county delegation to the [general
assembly] GENERAL ASSEMBLY. The members shall include:
(1) A member of the Board of County Commissioners of Calvert County;
(2) Two representatives from the financial community;
(3) The superintendent of schools or the superintendent's designee;
