certification by the State Department of
Assessments and Taxation that costs being
claimed for reimbursement were incurred
for the purposes described above and that
these costs were incurred between July 1,
1995 and June 30, 1996.
Object .12 Grants, Subsidies and
Contributions
General Fund Appropriation, provided that
this appropriation is contingent upon the
failure of legislation that would transfer
responsibility for collection of the
recordation tax from the Clerks of the Court
to the counties, and the enactment of
legislation implementing a schedule of
semi-annual payments for property taxes.
30.01.04.01 Statewide Operation
In addition to the appropriation shown on
page 44 of the printed bill (first reading file
bill), to provide funds for continuation of a
Diversity Leadership Grant to the
Baltimore Chesapeake Bay Outward Bound
Program.

32.06.02.04 Primary Care Services
To become available immediately upon
passage of this budget to reduce the
appropriation for fiscal year 1995 for
primary care services. Funds are available
due to fewer clients than. originally
anticipated and renegotiated provider rates.
This reduction will help offset the primary
