AN ACT to:

(1) amend the process for adoption, review, and repeal of regulations;

(2)     repeal the process for quadrennial review of regulations;

(3)     repeal [[s]] the authority of the County Council to disapprove part of a
regulation;

(4)     revise [[s]] the standards for adoption and revocation of temporary
regulations;

(5)     define [[s]] the distinction between a regulation and an administrative
procedure; and

(6)     generally amend [[s]] the law regarding the adoption of regulations by County
government.
