AN ACT to:

(1)     authorize the County to provide financing, refinancing or reimbursement for
the cost of certain infrastructure improvements for the development of land
within the County by creating development districts and levying special
assessments, taxes, or both in those districts;

(2)     authorize the issuance of bonds or other obligations of the County that are
payable from special assessments, fees, charges, or taxes collected in those
districts, and authorize certain exemptions and credits from, and deferrals of,
certain taxes or assessments imposed under this act;                           

(3)     specify the procedures to be followed in creating a development district,
approving certain developments with respect to compliance with certain
adequate public facilities requirements, issuing bonds and assessing and
enforcing the collection of special assessments or taxes in connection with a
district; and

(4)     provide for the tax-exempt nature and form of the bonds.
