AN ACT to redesignate Section 109-8, Collection and Transportation of Solid. Waste, of
Article I, General Provisions, to be Section 109-7.1, and to add new Section 109-8,
Solid Waste Management Plan, to Article I, General Provisions, all of Chapter 109,
Environmental Control, of the Harford County Code, as amended; to adopt a
revised Solid Waste Management Plan governing all aspects of solid waste for
Harford County; to provide that the County may change the Plan by resolution
adopted by the County Council if the Maryland Department of the Environment
disapproves of or requires changes to any part of the Plan; and generally relating to
the Solid Waste Management Plan.

AN ACT to add the definition of responsible to Section 41-3, Definitions, of Article I,
General Provisions, and to repeal and reenact, with amendments, Subsection G of
Section 41-26, Formal Contract Procedure, of Article III, Purchase Orders and
Contracts, all of Chapter 41, Procurement, of the Harford County Code, as
amended; to define a certain term; to require the Director of Procurement to
establish a prequalification procedure for certain contracts; to establish certain
criteria to be included in the procedure; to exempt certain contracts, from the
procedure; and generally relating to procurement.

Bill No. 94-87

AN ACT to repeal and to re-enact, with amendments,. Subsection A-3, Heading
Chesapeake Bay Critical Area Management Program, of Section 169-1 as enacted
by Bill 94-78, as amended, Heading Adoption; Legal Status, of Chapter 169,
Heading, Master Plan of the Harford County Code, as amended to provide for a
7.0 ± acres reduction in Resource Conservation Area (RCA) land area area; to
extend a certain deadline to allow the County Council to consider the map change
proposed by this Act; and to further provide that the Chesapeake Bay Critical Area
Management Program, along with the amended Land Use Management Area Maps
and all other maps and appendices which are attached hereto, and made a part
hereof as though it were fully stated herein, remains in all other respects
unchanged.
