AN EMERGENCY ORDINANCE concerning:

Appointed and Elected Officials' Retirement Pensions

FOR the purpose of freezing the Retirement Plan for Appointed and Elected Officials;
providing that current participants will not continue to accrue benefits under the
Plan due to credited service or future increases in their rate of earnings; providing
that no new employees will be permitted to enter the Plan; and establishing a
defined contribution plan for appointed and elected officials.

BY repealing and reenacting, with amendments:

Article 7, §§ 3-101(e) and (h), 3-201, and 3-217(a)(6)

Anne Arundel County Code (1985, as amended)                            

BY adding:

Article 7, §§ 3-103(d) and 3-203(d); and Title-3A, §§ 3A-101 through 3A-107;
3A-201 -through 3A-204; 3A-301; and 3A-401, to be under the new title,
"Title 3A. Defined Contribution Plan for Appointed and Elected Officials"

Loitering to Engage in Prostitution

FOR the purpose of providing that a person loitering in a public place for the purpose of
engaging in prostitution may not disobey a request by a police officer to move on;
and defining certain terms.
