AN ORDINANCE concerning:

Utilities - Water and Wastewater Allocations

FOR the purpose of amending the requirements for the grant of a water or wastewater
allocation; changing the definition of a user fee to an allocation reservation charge;
establishing an allocation deferral fee and a capital facility reservation fee for the
grant of an allocation; setting the time when the allocation reservation charge ends
and water and wastewater usage charges begin; making all unpaid fees and charges
a lien upon the property for which they are granted; extending the times in which
capital facility connection charges are required to be paid; authorizing the Director
of Public Works to adopt regulations for the implementation of this title; and
generally relating to water and wastewater allocations.

Article 27, §§ 3-306(e); 3-307(g) and (h); 3-309; and 3-313

BY adding:
