RESOLUTION of the Mayor and Council of the City of Taneytown adopted
pursuant to the authority of Section 3 ("Home Rule") of Article XI-E ("Municipal
Corporations") of the Constitution of Maryland and of Section 13 (under subtitle "Home
Rule") of Article 23A ("Corporations-Municipal") of the Annotated Code of Maryland
to amend the Charter of the City of Taneytown (1990 Edition) by amending Sections of
Article VIII entitled "Personnel" to provide for elimination of a merit system and that all
city employees serve at will.

RESOLUTION of the Mayor and Council of the City of Taneytown adopted
pursuant to the authority of Section 3 ("Home Rule") of Article XI-E ("Municipal
Corporations") of the Constitution of Maryland and of Section 13 (under subtitle "Home
Rule") of Article 23A ("Corporations-Municipal") of the Annotated Code of Maryland
to amend the Charter of the City of Taneytown (1978) Edition) by amending Sections 210
entitled "Ordinances" to provide for veto powers by the Mayor.
