It is the intent of the General Assembly that the
Maryland Child Care Resource and Referral
Network expand to additional jurisdictions of
the state. The Department of Human
Resources shall submit a report to the budget
committees by September 1, 1995 outlining a
long term plan for expanding the network to all
subdivisions, beginning not later than January
1, 1996. The plan shall include a requirement
for a local government or private sector match,
which may include a soft match, as a
condition of receiving funds. The plan shall
also address the need for additional funding.
