The Honorable Casper R. Taylor, Jr.
Speaker of the House of Delegates
State House
Annapolis MD 21401

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1009.

This bill authorizes Harford County to give property tax credits to commercial or
industrial businesses that are, or will be, located in the County and employ at least five
people on a regular basis. The credit may be for new construction or substantial
improvements.

Senate Bill 757, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1009.
