H.B. 1004                                                VETOES

deduction of all commission on [said] THE money until [said] THE requirements shall
be carried out as designat
ed by the County Commissioners. The County Commissioners
may, at any time they see fit, require the Treasurer to report to them as to the amount of
money held, INVESTED, or deposited by [him as] THE Treasurer or, in other respects, as
to the state of [his] THE TREASURER'S accounts[, and they]. THE COUNTY
COMMISSIONERS may also require from any bank or trust company with whom money
may be deposited by [said] THE Treasurer any special agreement or security, in addition
to the corporate liability of the bank, for the money thus deposited [by him].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1004.

This bill provides that an employee of the Harford County Sheriff's Office may not be
terminated without just cause. The provisions do not apply to the chief deputy, lieutenant
colonels, majors, the Sheriff's secretary, the Warden of the detention center and
employees on probation. Lieutenant colonels, majors, and captains may not be reduced
below the rank of lieutenant without just cause. Lieutenant colonels and majors serve at
the pleasure of the Sheriff.                                 

Senate Bill 198, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1004.
