H.B. 996                                                  VETOES

(i) a bistate, multistate, bicounty, or multicounty governmental
ag
ency; [or]                                                     

(ii) a special tax district, sanitary district, drainage district, soil
cons
ervation district, water supply district, or other political subdivision of the State; OR

(III) A LOCAL HEALTH DEPARTMENT, TO THE EXTENT THAT §
3-401(2) OF THE HEALTHGENERAL ARTICLE AUTHORIZES THE USE OF LOCAL
PROCUREMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 996.

This bill pertaining to investments and deposits by the Charles County Treasurer limits
the Treasurer's short-term investments to less than 270 days. It disallows deposits in
building associations. It requires collateral equivalent to the county's deposits or
investments, if U.S. government securities are being posted. If other types of collateral
are being posted, they must be equivalent to 102 percent of the county's deposits or
investments.

Senate Bill 737, which was passed by the General Assembly and signed by me on May 18,
1995, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 996.

of Charles County by the County Treasurer; authorizing certain investments and
deposits; modifying certain requirements relating to required collateral and manner
of investment; making stylistic changes; making this Act an emergency measure; and
