Special Fund Appropriation, provided that
$100,000 of this appropriation made for the
purpose of providing management
incentives, may only be expended if the
Maryland Port Administration has
increased its share of general cargo among
North Atlantic ports (Baltimore, Norfolk,
New York, and Philadelphia) by 1% for
calendar year 1995, compared with calendar
year 1994........................................................

29.04.00.02 Port Facilities and Capital Equipment
Special Fund Appropriation.............................

Provided that no funds may be expended for
the proposed Inner Harbor Cruise Ship
Terminal project, unless the Department of
Transportation has submitted the following
to the budget committees:

(1) Documented commitments from cruise
ship lines to either initiate new service or
expand existing service to Baltimore City,
which will increase the number of annual
cruise ships received to at least 36 40 ship
calls;
