VETOES

debt to finance public facility investments and for other public purposes;
authorizing the County Commissioners to evidence such borrowing by issuance of
certain instruments; limiting the amount of borrowing within a fiscal year and
limiting the term of certain debt; authorizing the County Commissioners to
prescribe certain terms and conditions, subject to certain provisions; providing
exemptions from certain statutory provisions; requiring the County Commissioners
to levy annually certain taxes to support certain debt; providing that certain
instruments are backed by the full faith and credit of the County under certain
circumstances; specifying the manner by which certain instruments may be sold;
defining certain terms; and generally relating to the authority of the County
Commissioners of Dorchester County to incur certain debt.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 10-16 and 10-17 of Article 10 - Dorchester County of the
Code of Public Local Laws of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:

Article 10 - Dorchester County

10-16.

(A) (1) IN THIS SECTION THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

(2)     "COUNTY" MEANS THE BODY POLITIC AND CORPORATE OF THE
STATE OF MARYLAND KNOWN AS THE COUNTY COMMISSIONERS OF DORCHESTER
COUNTY.

(3)     "PUBLIC FACILITY INVESTMENT" MEANS:

(I) THE CONSTRUCTION, IMPROVEMENT, REPAIR, OPENING,
RELOCATION, GRADING, RESURFACING, WIDENING, EXTENSION, AND DRAINAGE OF
ANY PUBLIC ROAD, STREET, HIGHWAY, OR SIDEWALK IN DORCHESTER COUNTY
NOW OR HEREAFTER MAINTAINED AND OPERATED UNDER THE JURISDICTION OF
THE COUNTY;
